Is it possible to be your own domain registrar?

The closest I've come is OpenSRS.

Beyond that, you'll need about $50k (last time I checked a few years ago) to become a ICANN certified registrar (and you may need to cough that money up again and again depending on which TLDs you want to support). Some TLDs are off fscking limits like .jp, but others are wholesale whores (like .nu) that you can buy outright if you can scare up enough cash.

Finally, there's +$100k that ICANN wants for the establishment of a TLD. Frankly, I'm surprised there haven't been more takers, but the amount of time and general uncertainty required to "make it happen" is frightening off most money investors.
